The entire reason they got Clark was this; when you put someone on LTIR it allows you to exceed the cap by the remainder of (Team Cap + LTIR Players) - League Cap. But its very specific on when you put those players on LTIR, so since you can exceed the cap by 10% in offseason they can now sign Marner then move both players to LTIR.

With only Horton it was a lot more complex to get him on as they would have to put themselves as close to the cap as possible then put Dermott, Hyman and Horton on LTIR to start then sign Marner when the season starts (thats heavily simplified).

Now they can put one on LTIR sign Marner (as long as they stay under 89,650,000), then put the other on LTIR to get inder tue cap

As far as I'm aware LTIR is LTIR. I'm no expert on it but I've done my share of research.
