Its true, but Petro will have leverage. If other teams are going to offer 70+ million, even the "hometown" discount is going to have to come close to market value.
I think the Blues may be able to get a decent AAV but the term will be big. The Josi deal is a close comparable IMO.

If Josi, Karlsson, Doughty, Burns got 8 years and players on his own team (Schenn and Faulk) got 8 and 7 years, you gotta think he will get at least 7 years

Problem is when gets resigned compared to the others he will be 30 already.

I don't think that it is. My construction above shows that St. Louis can afford to pay him up to $10MM and keep the rest of the team intact (minus Bouwmeester) as long as they move Jake Allen and don't have to pay Vince Dunn more than $1.75MM; if they do, they can buy Steen out and pay Dunn up to $4MM.
