I don't think people understand the severity of the problem here. If Gourde, Johnson or Palat refuse to waive their NTCs, that means TB has absolutely no choice but to move Killorn (or one of the RFAs/Superstars, which is unlikely).
Even if one of those 3 says they will waive for one or two teams, it is unlikely that that would be the team that gives the best return... look at the Kessel trade. Kessel would only go to Arizona, and Arizona was not the team willing to give the best return.
Now in the case that they don't waive for anyone, the spotlight moves to Killorn. Now however, TB has no bartering power. It's either trade him or have multiple unsigned RFAs. Though Killorn has been good, there will not be a line of GMs waiting to give the best return for him. I presume a mash-up of about three teams, BUF included, inquiring on Killorn.
Other GMs are smart and realize Tampa is in a weak state here, and therefore will not offer a king's ransom for the guy. Tampa will be getting a very underwhelming return for Killorn. I know he is worth more, but Tampa's situation means they have no choice but to take what they can get.
