good question, well Carolina definitely overpaid at the deadline but they were desperate and thought they would need him badly. They also thought the cap would rise a couple million. He is a project I think and Waddell thinks skjei can return to his better play. It wouldn't cost Ottawa as much to get him as carolina because they aren't trying to contend. well goalies aren't as important as defense, Carolina has a great defense so they can take washed up goalies and basically revitalize them. Rangers have shesterkin who is great but when he has that D with no defensive abilities they lose. Toronto can manage a tandem like that if they bolster their defense. which means a 1RD and a capable 2 RD probably have to move nylander or marner
