He's not awful but everyone knows that TB is in serious cap trouble and they are going to be bled of picks and prospects to move larger contracts.

But when it's a good player they start to bid back down because they still want the free upgrade.

The rebuild doesn't go forever and when you can acquire a mainstay player for the right price you take him.
