If I were Ken Holland, I'd sign Bear to a single year, $1.525m contract. Bear doesn't have leverage, and I see him getting a contract like Hayden Fleury's in Carolina. Fleury ended with a 2 year, $1.3m per year deal. Bear gets more money and shorter term, with the acknowledgement that if he continues developing, his next contract will be higher.
I would demote Yamamoto (paper transaction) and Nygard. Yamamoto is waiver exempt, and this would only be for cap reasons.
Then, I would submit the 22 person roster, which would be $1675 from the cap.
At that point and time, I would put Klefbom, as expected, on LTIR for the season. I would demote Haas, who, like Nygard could be claimed. That said, I can't see a team that would do so given their ages and contracts.
Edmonton would then have a 21 man roster with $4.185m in cap space. I would look at Mikael Granlund, Andreas Athanasiou, Erik Haula, Connor Sheary, Riley Sheahan, Drake Caggiula, Devin Shore and Sami Vatanen, Ben Hutton, Mirco Mueller, Slater Koekkoek as player additions.
For the purposes of discussion, I picked Vatanen due to his ability to play either side. I think that he would be a good fit as a 3rd pairing defender, and this contract would compare with the contract Erik Gustafsson signed with the Philadelphia Flyers. I could then see Edmonton signing Sheahan for a contract comparable to his from last season.
I would rather have haas than sheahen. Dude is faster and overall a better player
Sheahan had 2:20 on the penalty kill last year, compared to Haas' 0:04. If you can get him on the same contract, given how good the Oilers PK was last year, I wouldn't doubt they would bring him back.
Sheahan I’m not completely against bringing back but I feel it’s very unlikely because of Khaira having one more year on his contract. Yes sheahan is better but not by enough to bother with. I agree with your thoughts on maximizing klefs ltir funds but not how spent it. I think it’s best to try and maximize the space but then wait and see where needs improvement. My fear is investing to upgrade the d and kosk gets hurt and can’t afford to find a serviceable replacement. Upgrade goal instead then realize jones or bear takes a step back and struggles then can’t afford to correct. I’m confident in both positions but also fair questions in both so keeping as much flexibility as possible is in my opinion the safest approach.

Sheahan played a lot on the PK but if you look at his GA/60 he wasn't as effective as most of the other PK guys. And he was a black hole at 5v5... I'm thinking a guy like Soderberg would be a far better add. He didn't play on the PK a lot but had decent results - and is FAR better at 5v5 play. Haas also is a regular on the PK in other leagues. No idea how good he is at it, but it's counterproductive to downgrade your 4C for 8 minutes a game just for a possible upgrade at PK for 2 minutes a game.

Sheahan wasn't that good even on the pk and plus you can teach haas to be a good pk player
