Arizona is paying a much steeper penalty for their cheating at the combine than New Jersey ever did for the Kovalchuk shenanigans. The Devils were fined $3M in recapture fees and lost a third round pick. The first rounder was simply pushed to the end of the first round in 2014. The Coyotes have no hope in hell of getting their first back this year in any capacity and lost last year's second rounder.

I don't condone the cheating but I'm pretty sure the Coyotes would rather have an annual $250k cap hit until the end of time and lose a third rounder.

The punishment against the Devils was the loss of a 1st round pick (one from 2011 to 2014). They used or traded the first three, so then had to give up their 1st in 2014 (I believe Ehlers was taken in their slot).

The league then amended the punishment in 2014 to give back a pick to Devils at end of first round. People often believe it was because Kovalchuk “retired” to KHL. It wasn’t. It was because between 2010 (when contract was signed) and 2014, there was a new CBA agreed to that changed how these contracts were written. Many of the other teams that NHLPA got off the hook in 2010 were never punished. New tools were added to correct these old non-compliant contracts. Compliance buyout, recapture penalty, etc.

So the amendment in 2014 was more about the new CBA than in was about the player himself. In other words, Devils were first to get punished, NHLPA intervened, other teams were going to be punished but weren’t, new CBA agreed to, so NHL right-sized the punishment.
