Can SEA Weaponize Caproom

Description
In listening to the Steve Dangle Podcast, Steve and Adam were arguing over whether Seattle has weaponized the cap or still can. In summary, if Seattle set their prices too high, have they lost out on the chance to capitalize or are there still options they can cash in with.

After that VAN/ARI trade, some of the worst contracts are now with a new home on a team in Arizona that....has players now?

To just open a discussion in case there is anyone I have forgotten, I am wonder who does SEA still think they can cash in from accepting from a team up against the cap?

I just setup the trades without getting anything as I don't care about the price right now, the market will determine that.

Arizona is clearly in the market for a "market correction"
Detroit may be based on taking on a player like Marc Staal and having WAY too much cap room based on what they can likely attract in free agency.
New Jersey could add one or two of the players that actually are or could be good (JvR, Tarasenko)

Now, not all these teams have to make trades. For sure TB, maybe PIT, probably EDM...but after that it is a lot of guys from teams that may want to get rid of personality (Kuz from WSH) or give a bit more flexibility in smaller contracts to create room (NYI).

Will SEA actually find a way to cash in on this cap room? Will they weaponize it or is it too late to really get anything close to what they were asking for?

My personal opinion is I wouldn't do it in year 1. The latest expansion draft rules have made it possible for an expansion team to be competitive in their 1st season. I'm not saying Seattle is going to have the same success Vegas has had but if they make the playoffs it would be nice to have some cap space to add a player or 2 at the TDL.

Yea, I understand that view. I guess we have to figure out what SEA is doing. I am puzzled by them as it did not seem they had the best expansion draft. If they aren't weaponizing for picks, they better strike hard on good players...

PIT isn't paying to move MP, if anything they expect a return.
Go look at the trades taking place for defensemen.
No one is giving away a young capable defenseman on a reasonable contract. No one.
