Currently, with 14 players signed (not including Rust), they've got $12ish mil for next offseason. Assuming a goaltending upgrade ($4-5 mil), a raise for either Poolparty or Yams ($2-3 mil), that's $13ish mil spent (at cap or above), with only 17 players signed. So zero cap space with 5-6 other players to sign.
