Well, that is a 21 man roster. Legal but not practical. Somehow, the Hawks have to rid of a big contact like Bickell's Seabrooke's or Crawford's. If Western Conference teams were smart.....don't help the Hawks.

Bickell has a NTC, which pretty much means you can't send him to the minors(or send him through waivers) as far as I am concerned.

if he had a no move clause, NMC, (see kane,toews, keith), then you would be right but the trade clause only pertains to trades, not the minors

Yeah Bickell can be waived and demoted.

Anyway, why even bother re-signing Kruger in this scenario? You could play Teuvo and Dano for that money.
