This is a tricky one. I'm personally not opposed to the idea based on other moves the Pens would need to make.

1) You'd need to add. Kap is definitely better than Dube, so I think you'd need to tack on a 2nd. I get that Dube is cost-controlled which adds value, but player-for-player the Pens need more.
2) The Pens don't have a ton of natural righties, so that causes a problem. Rust, Kap, ERod and Carter are the only righties and we have no idea if Carter is going to re-sign, go elsewhere or retire.

I think the Pens would have to pass on this.
