All 3 teams decline Arizona’s proposal. Isles and Philly decline because Bailey and JVR probably have trade value. Ottawa declines because nobody would trade an unprotected first and a second just to clear cap.

That might be a compelling argument to a team doesnt have >20M in cap space

I mean, next year we have 45M (Less Norris/Joseph/Formenton who wont be more than 15)... so we can call it 30M to sign Stu/Cat/Pinto and Zub. I think we'll be fine.
