Why would Seattle want 2 UFAs to be?

Why would they part with a 2nd and 3rd if they're rebuilding?

Seattle already has their top 9 forwards (based on Wright playing in NHL)

I get why TOR wants to do it, but it kind of ignores why SEA would

If your only concern is the 2nd and 3rd, make that return future considerations. Ron Francis has talked numerous times about weaponizing cap space. Taking useful players from teams for little or no return is exactly what Seattle should be doing.
