Do the Panthers have a player in the arbitration queue? Not sure how they get a buyout window to do this.

They cannot buyout Hornqvist now. The second buyout window opens if they have one or more arbitration fillings which the Panthers did not have. Player also has to be on the club's reserve list at the last trade deadline and must have a cap hit of at least $4M.
