The Pens would have to offer sheet Orlov but if they were to it would cost them a 1st and a 3rd to get Orlov. In my opinion hes worth that. Plus the Caps are then missing a top 4 d man. I dont think they would be able to match that price.

I have Rust moved to the Ducks because i couldnt figure out how to move him to Vegas.
Pens would have to move Hagelin and Fleury but the prices i have them going for i think is fair.
Something i think the Pens need to do is Add a top 4 d man. Thats a very nice top 6 to have too. Its deep everyone can skate and move the puck which would fit right into Sullivans system.
Having Hanzal as a 3rd line center would be great. Hes great in his own end has size and is pretty good in faceoffs. He would be a perfect fit as a 3rd line center. Add in Gagner who could easily play a top 9 role.

I see your reasoning, but in my mock offseasons I have Orlov resigning in WSH for anywhere 3.75-4.25 on 4yrs. If I were to bump up the term, I would have no problem matching that offer sheet. There is definitely room under the salary cap for Orly! As for Vegas, you just have to make a trade where they receive player and you don't get anything in return.
