Hawks have two rookies, Vlasic and Phillips, who need ice time on the left side. And Hawks are all about weaponizing their cap space to gain additional assets for taking on bad contracts. Neither of these deals does that.

Getting to the floor is certainly a consideration, but it isn't really a concern. It isn't a question of "if they'll be able to do it" but "how are they going to do it". So, no, they aren't gonna be handing out discounts on cap dumps because of the big scary salary floor. There isn't even really a stated penalty for not reaching the salary floor. So, if it did happen, which it won't, they would have to make up a punishment on the fly.
