Ottawa declines that deal. Why is Ottawa paying Washington, for Washington to dump salary? Ottawa doesn't have the space, they won't trade a solid prospect for an overpaid, underachieving washout, and then toss the higher of the picks as a kicker...

take the pick coming back away from the Ottawa deal and maybe that works out if the Ottawa side agrees to it. And the trade with pittsburg is terrible
