Draft Rights Expiration

Can someone please explain to me why expiring of draft rights is varying. I’ll use 2023 as an example, Bedard’s rights expire June 1, 2025, Leo Carlson is June 1st, 2027, Fantilli is August 15th, 2027, and Michkov is indefinite. Can someone tell me why this is and explain why Russians are indefinite as well?

It's because of what league they played in prior to being drafted. The reserve list FAQ has a full explaination.
