Why would it especially take San Jose more to acquire askarov?

Because of the number of pieces that San Jose they would be willing to part with that NSH actually would have interest in. Outside of centers, the prospect pools appear to be built in a similar fashion and NSH isn't going to part with Askarov easily, if at all and especially not for redundancy on positions they have.
