Sure they could, but that is why the teams need to plan carefully against the cap. Good GMs don't ever put themselves into a position that offer sheets can be a reality, even if it's a remote one.

Just throwing a number out there. Kreider got 4 years $4.625m between 2016-2020

Seeing as that he will be playing top 6 and is the #2 overall pick you should expect he will want something closer to $6.5-7.5 per depending on how well he produces this year.
