Why would Carolina ever take on Garlands contract when they have players like Necas, Jarvis, Turbo, etc. to resign?

Any chance Pesce got moved died as soon as the season started, so the Canes pass on that offer. Besides, if Pesce were going to sign that, he probably would already be resigned.
