Couple problems
1) Steven Stamkos has guaranteed he'll be here until his contract expires if not beyond in September.
2)that's not close if he somehow does waive his FULL NMCfor a guy whose put up 192 gp 91g 134a 225p since the start of the 21/22 season missing 4 games in that time 3 due to illness and 1 due to his son being born. That's not close think Giroux plus plus as he's better

Stamkos already said that he's not waiving his NMC, Even if Tampa fails to make the playoffs. Which i seriously doubt they will.
