Is a 2026 3rd seen as an upgrade over a 2024 4th?

I get that in this case the 4th would be guaranteed to be 125-128 if the team's in the conference final (barring any compensatory picks) and it's possible the Rangers have a worse finish in the 24-25 season, it doesn't change that draft picks are typically seen to have lost value if you push them back a year and this is pushing back 2 years.
