I'm not sure I fully understand how LTIR works either, but I do know Pronger's contract was still being traded around after he was in the HOF and working for the NHL.

It depends on how the league grants the contract. For example we still pay franzen but due to his injury we can free up that cap space but that's also because the league granted that. From what I've read about hossa the league is still deciding what to do with his contract if they'll fully let him be on ltir or partial
