Avs decline for the very same reason you want LOC. Delivers a lot for little cap hit.

but I think that offer is too good to pass up… solid speedy veteran player for 2 years at a cheap cap hit, as well as a solid prospect and 2nd round pick that the Avalanche could use to get something else

I'm not saying it's not a good offer, I just think for the extra 50k the Avs keep LOC and then try to re-sign him. A lot depends on how Kovalenko works out when he comes over as well.
