Blues decline
I’d want one of Peterka, Quinn, or Benson back

I think the blues would want to get Samuelsson instead of jokiharju because we already have our RD set but we need a defensive LD

The team and cost controlled nature of those 3 players is too valuable since they are already proven NHL commodities.

First of all, as much as I'd love Jokiharju, there's no real place for him unless Faulk leaves. Secondly, the Blues would presumably prefer Ostlund or Wahlberg to Rosen.

But if Faulk leaves, a Jokiharju, 24 2nd and Ostlund or Wahlberg offer would have a decent shot.

I could do Jokiharju, Wahlberg and the 2nd. I'm really high on Ostlund... I think he might be the best of our prospects at the moment.

That’s completely fair, I just don’t see the blues parting with Buch for less than that

There's plenty of valuable prospects/picks/veteran players that can be had from many teams. The reality is that you don't see moves like the one you are describing.
Pending UFAs that are due a raise just don't fetch those pieces.

Edit: Your best comparable from last offseason is the Toffoli trade.
That fetched Sharangovich and a 3rd.

Kuzmenko is 5.5 years older than Quinn who is the oldest of the 3. He also is already making 5.5M a year and a pending UFA for next season. Not to mention he was more of a cap casualty in bringing Lindholm in. Really not the same situation at all.

I was comparing them to the RD prospect (Ik his name just not how to spell it) not Kuzy

Right but that's different. That's comparable to Rosén. Peterka, Quinn, and Benson are established NHL talents with room to grow. Not prospects.
