Dallas and Winnipeg don't play in the Pacific division, and you've missed the best players available: McDavid, Draisaitl and Bouchard.

I wanna say they were trying to put it under the cap, but still why are there Central teams, and why is a guy like Garland here too? You could get a way better guy than Garland that plays for the four playoff teams in the pacific imo.
