Tyler Seguin is a truly elite centerman in this game, he'd cost a lot more than that.

Two years of Seguin would cost multiple firsts and top prospects/young players. There is no way there would be any conditional clause like this.

Moulson is the player in this deal who's production is falling off vs his contract, not Spezza who is likely to have a nice bounce back year. Okposo is still young and under control for awhile, but his production right now isn't meeting his contract, and it's likely at the end of this deal it will look pretty bad.
