The problem I see for the senators is the executor of melnick's estate until the team is either transferred to the family or sold is legally bound to do what's in the best financial interest of the estate not the team so the team might become more tightwad with the money.

Yeah, that's pretty much what I was going to say. I can't imagine you say "Naw, we're not spending to the cap until we sell out 41 home games a year", then turn around and be like "Butttttt, we'll get 'er close!".
I feel bad about how poorly Sens fans have been treated, and I hope I'm wrong, but I'd assume the OP is spot on, minus the Giroux signing.

Lowry has never reached 30 points once, he's a glorified 4th liner, Engvall and Kerfoot are much better players and worth their contracts, Lowry isn't.

Dave Lowry being gone probably is better for both of them. Adam said in a late-season presser that they both decided not talk much outside the rink when he was head coach. So with Dave not being the head coach anymore, that means they can get back to a normal father-son relationship.

They have similar underlying numbers, but Barrie outperforms his underlying numbers while Girard underperforms his. Barrie also is better offensively. Girard is more expensive and smaller.

Trocheck is very likely going to price himself out of Carolina. Nino probably signs for about 4. Necas either bridges at 2-2.5 or goes long term at 4-5. Domi might sign for about 3.5-4, but probably would be about 2.5-3. DeAngelo is probably going to be signed for about 2-3. Bear has top 4 upside, and has played really well on the top pairing when he played on the top pairing. Plus, he is a RHD, which is a very valuable position right now. Considering how many ACGM’s I have seen in the past week about trading Bear, I think there would be interest.

Well, we all see things y. I like Poolman. He was playing well before he was hurt. I don't think he is a top 4 but a really nice bottom pair.
There are other good players at pick 15.
Keys are to sign Boeser, Miller and Horvat.
