You don't just go into panic mode and sacrifice good players for nothing if you want to remain a good team for years to come. Add a prospect like Volkov/Stephens/Barre-Boutlet and draft pick or two into the Rangers trade to give them incentive to take Callahan. Find a promising prospect to trade Johnson for - if Carolina won't do it, there are other rising teams that desperately need depth scoring and have room for Johnson until his contract expires. He is expendable, so it's not the end of the world if you don't get a good return for him, but at the very least they should get a 1st or 2nd round pick that they can turn into a good prospect. No reason to waste assets like that.
The trade with the Leafs is fair if they can afford Girardi, but with $9,198,720 in cap space, there's no reason not to keep him until his contract expires, and there's a good chance the Leafs won't have the cap space to be spending $3 million on an aging depth defender. I'm also not sure why you didn't re-sign Erne until next year. They should re-sign him to a cheap contract, like $1.2 million at the most.
Also, Paquette and Andreoff should be as far away from the 2nd line as possible, Dennis Yan is not playing at an NHL level yet, and the fact that Point and Cirelli are on the fourth line is absurd. The first line is fine, but the lines should really be as follows:
Palat-Stamkos-Kucherov
Gourde-Point-Miller
Killorn-Cirelli-Joseph (Mathieu Joseph is probably ready for the NHL, and if they get rid of Callahan, they would need to call up a right wing)
Conacher-Paquette-Erne
Andreoff (13th forward)
Move Foote down to the minors to start the season. You can call him up if need be, but using him as a 7th defenseman would take away playing time and ruin his development. I'm not sure where Koekkoek went, but they have him signed and should see if he's good enough for the 3rd pairing with Girardi. Otherwise, they have Coburn. One of Dotchin or Koekkoek should be in the AHL, but I would lean towards Dotchin.

Dennis Yan, barring a breakout year, won't be ready for the NHL at this point. Katchouk is by far their most promising left wing remaining after the Karlsson deal. Paquette is not worth that kind of money, and there's no reason whatsoever for the Lightning to sign Leivo. Karlsson is also not getting $11 million from the Lightning. Maybe $10 million if he's lucky - if he needs more and won't take a discount to remain with Tampa, then he can go somewhere else. If they pay him $11 million, Kucherov will demand about that much as well, and they can't do that. Take $1.5 million away from Karlsson, don't sign Paquette, Leivo, or Dotchin, take $500,000 away from Erne, trade Domingue for a draft pick instead of burying him in the minors (there are teams that could use him a decent backup goalie), send Thomas and Masin back down, and you've freed up $7.5 million dollars. Sign Gourde for $4.5 million. Sign Koekkoek for $1.2 million at the most, and call up Cernak. Their line combinations could be something like:
Palat-Stamkos-Kucherov
Gourde-Point-Miller (they'll regret moving Point away from center, don't do it)
Killorn-Cirelli-Joseph
Katchouk-???-Erne (the question marks could be Stephens, Volkov, or Barre-Boutlet depending on who performs best in Syracuse the year before and training camp; Colton would be 1-2 years away still)
Hedman-Karlsson
McDonagh-Foote
Koekkoek-Cernak
That's a solid team that remains under the cap. But, instead of taking mid draft picks for Tyler Johnson (that's an awful deal for the Lightning), trade him to a promising team (so that he waives his NTC) that has cap space and needs depth scoring. Then, get a promising prospect.
The Rangers don't take on Callahan's contract for nothing, though, so you have to give them a couple of draft picks (2nd in 2020, 1st in 2021, maybe) and one of Stephens/Volkov/Barre-Boutlet. If you're lucky, you can keep one of those or one of the picks, but don't count on it. Then, use one of the other two as the fourth line center, and the other as the 13th forward. For the 7th defenseman, they could call up one of Thomas/Masin if they continue to improve their performance; otherwise, try to get a defensive prospect in the Johnson trade to use.
They don't have to make panic-y decisions and throw themselves further and further into cap hell to get Karlsson. This is possible if you manipulate it correctly, but it's decisions like these that end Cup dynasties and force you to build from the ground upwards again.

John Shannon,Sportsnet, on Vancouver radio his morning talking about Tanev, indicated Vancouver, concerned about his injury history have significantly lowered the expectations, and maybe a 2nd round pick might be all it would take. Significantly less than the above. Liljegren a real good prospect but a long way from ready. This time next year?

You have to compensate your players for doing well. Just like all other top players were and are going to be. If you think Matthews will be under 10 mil then you are crazy. Franchise centers are going to be paid 11+ mil nowadays. In less you don't think Matthews is a franchise center, then you really are crazy. EIchel at 10 mil is great, but quality try at a joke. Matthews might take a discount but that'll probably be from 13 down to 11. No I don't think he is better than McDavid but the cap will rise and cap hit percentages will stay the same. They are going to pay their franchise what they're worth.
