I'd say Hawks probably accept but I'm not sure how Foegele fits into the current forward group. Hawks have too many guys as it is.

Here come all the classic, "I would have squeezed the stars to take way less like Colorado did with MacKinnon" despite him being a 50 point player for 2 of his 3 ELC years and also the 1st year of his last contract.

Matt Roy isn't for sale, but I think I can answer the why.
Matt Roy took over Drew Doughty's role last season and had some incredibly hard assignments. Matt Roy is a pure defensive defenseman and would be seen to open up a more offensive type player (Muzzin or Morgan). To put it into perspective 36 year old Alex Edler rebounded offensively the moment he was paired with Matt Roy.
If you are looking to move Muzzin next season, Roy would artificially boost his defensive numbers and set him up better offensively. Unfortunately, Matt Roy is one of the few defensive defensemen we can rely on against extremely tough competition, so it's a no go.

Faska doesn't have a NMC, But a Mod-NTC 5 team no trade list. So if the Hawks aren't one of those five teams. Then he has no say if he's dealt to the Hawks or not.

1st - Cap dump at a time CGY had no cap to be in on Dadanov
2nd -43 points shows he was productive earning his cap
3rd- VGK screwed themselves with Eichel having to gift almost a Point Per Game Player in Pacioretty to you guys
They'll have to dump another 7m atleast to skate a 23 man roster
Context being that not every team is so desperate
Those who are giving away productive players signed way to many players to high value deals with term
There's maybe 5 teams in the NHL who had this business model
Not Everyone is giving away players as productive as Dadanov
Actually there's different players from many other teams with a worse production to cap ratio who are getting paid
VGK made the deal for Weber's contract for a reason
It had more value to provide cap relief them paying to dump enough salary to keep Dadanov was worth.
You see this in the NBA all the time and as time goes on you'll see it more and more in the NHL as teams over pay players with term

Cap goes up 1 million next season, and cheap players like Rathbone, Joshua, and dries can fill lower parts of the lineup. Plus re-signing players like Burroughs/Dowling/schenn will be cheap as well. Hoglander can probably be signed to something similar to what Yamamoto signed for last offseason.
So right there is 7 players for probably 6.5-7 million total.
Leaves lots of room for signing bo, miller, and kuzmenko.
Myers will be owed 1 million in salary after his bonus is paid next July, so that will be a relatively easy contract to move. But even if you can’t move Myers, Poolman and Dickinson both have very cheap buyouts and you can easily create space there.
Very doable offseason next year.
