I really don't think Burke is gonna have a say.
This is Hextall's show. In the power struggle over what the roster is he will win. Every single move so far points to that. Friedman, the hiring of scouts all connected to Hextall.
Hextall isn't a guy looking for goon over talent. Especially when the team is winning. If anything he wants to build a team out the draft. He's good at that.
They use to have 2 roster spots on this team. I think most people are comfortable saying there is now 1 thanks to Gaudreau.
Right now they have what they are looking for in that last spot in Angelo.

I think this year there are so many issues with making deals at the TDL.
1st is Seattle, which I really think is holding the penguins back. Their first priority is probably working out what it takes to make that happen. There is no doubt they are working on that.

2nd is the lack of games to adjust. There are 19 games left. If they are coming from Canada they already lose a few of those games. You wait to TDL that's 5 games, you are down to 14. How long is a quarantine, if it's 1 week, you lose 3 more games. You are at 11.
The risk is just way to high that the guy will never adjust to a new team. Chemistry matters. 11 games just isn't very long.
If teams were going to really make these deals, it's best to do it now, not wait.

3rd is the price. Who wants to cough up a ton for a guy who might play a whopping 15 games for them. I think teams are having to really question that kind of move. As most of these TDL deals will not pan out. Only 1 team wins. So that's a lot to throw away for little.
