One can but one has to show the appropriate acknowledgement, willingness to accept fault, accept the punishment, and prove to themselves and necessary/appropriate others that they can and are changing via the appropriate work and rehabilitation.
I am no special arbiter but I haven't seen that. Above and beyond all else, everything I've seen has been about him out of his mouth.

Most people won't know for a few years if their second round picks are busts. The Sharks found out before the draft that it was, but they were able to flip it and get something for it. Plenty of picks at/around 43 (and earlier) don't pan out at all.
The Sharks would've had pick number 43. Jeremy Roy (pick 31), Angel Nikolov (pick 37), Peter Roed (pick 38), Tero Maatta (pick 41) William Wrenn (pick 43) are 5 of the 8 players picked after pick 30 but before pick 43 who never made the NHL (note: I'm not counting guys like Bordeleau, Ozzy, and Lund who haven't had time yet, though obviously Bordeleau has played games...feel free to consider it 5/9 if you prefer). Josh Hennessey (pick 43 as well) had 1 goal in 23 games. The other players were Vlasic and Jamie McGinn*.
Players picked between 44 and 50 were Vlastimil Kroupa (pick 45, 105 GP), Dody Wood (pick 45, 106 GP), Julius Bergman (pick 46, 0 GP), a couple of Matts at pick 47 - Carle (730 GP) and Nieto (570 GP and counting), Gabryel Boudreau (pick 49, 0GP), and Mario Ferraro (pick 49, looking like a long time Shark). Excluded Havelid since he was just drafted this year and Kniazev who does have 1 GP since the 2019 draft, but still has potential to make the team. That means they completely flopped on 2/7 (or 2/8 if you want to credit Kniazev's 1 GP so far), had 3/7 extremely successful picks (not superstars, just long tenure), and a pair with just over 100 GP.
If we don't just look at the Sharks and look through other pick 43s, 2018 pick 43 was Ruslan Iskhakov who is playing in the DEL, 2017 was Dylan Samberg who had 5 assists in 15 games with the Jets last year (first NHL games), 2016 was Janne Kuokkanen who has been getting some NHL time with the Devils the past 2 years (plus 1 game the year before), 2015 was Erik Černák for Tampa who has looked good, 2014 was Ryan MacInnis who has played 27 NHL games including only 1 last season. 2013 was Nic Petan who is up to 154 games played but still hasn't earned a full time NHL spot, 2012 was Ludvig Byström who has never played an NHL game and is in Liiga, 2011 was Brandon Saad who has had a great career, 2010 was Brad Ross who barely scratched the AHL and never played in the NHL, 2009 was the aforementioned William Wrenn who never played an NHL game
TLDR: It wasn't a successful use of the pick, but it was better than many other picks at that range. We already know the result of the pick was a failure, but plenty of other draft picks at that slot or earlier have been complete busts to never play in the NHL, and while it's possible whoever we'd have taken there would've been successful, it doesn't mean they will be. The Coyotes took Julian Lutz who I know some people were high on, but there's no guarantee the Sharks would've taken him at 43. Of course if the Sharks had pick 43 they might not have traded back, but we'll never know.
