If we offered a 2nd plus a 4th for his rights then we could match any offer in the 2nd round compensation range and take compensation for any offer above it.

If I had to guess, TB won't be moving Cernak for that. He's an important part of their roster.
TB would probably HAVE to move Cernak for the offer sheet compensation, but via trade you're not getting him that cheap.
In general, I think only interesting piece from TOR would be a replacement RHD, such as Liljegren...but they'd probably require a NHL level D as well, such as Dermott.
Maybe Dermott+Liljegren for Cernak+some prospect+pick?
