Is there someone you had in mind for them to draft with that first? Having more chances might be better for them as they will start burning through ELCs pretty fast, now that their 6 most expensive contracts will take up a like 60% of their cap.

If Paul was too expensive for Ottawa to extend, he's likely not taking 2.25m or something worth while for Tampa.
