Buffalo does this becasue they get more draft capital. Draft picks are just like lotto tickets the more you have in one draft the better your odds of hitting something good and if you believe in your scouts then you want more draft picks.

4th and 5th round picks are like lottery tickets. But they are $1 loose change scratch offs, you don't pay $10 for them. So I think the offer is light, which means nothing, however the Sabres haven't given any indication that they will be adding salary after they hit the floor. So it's likely not gonna happen regardless of value.

No they don't. The owner much rather have less payroll than late picks
