Bit late since Sanheim's NTC started yesterday.

That doesn't mean he can't be traded. Just he gets say. Is there a reason to think he wouldn't want to go to Toronto?

Since he agreed to the NTC I would assume he doesn't want to get traded. Nothing against Toronto specifically.

I honestly just assumed it was an m-ntc. Seems odd to give that tier player a full NTC.

Its possible, but given his post-signing conference he seemed dead set to stay in Philly. To this day nobody knows why Fletcher signed him that deal, he's a solid defenseman but given how the team was in shambles you'd think he'd trade him for goodies. Thank goodness Fletcher is gone since he and his team thought we were just one piece from competing, which just isn't true.
