If NJ could bring Tomas Tatar in on a PTO and then sign him for cheap, should they do it? I know everyone wants to see guys like Holtz, Clarke and Foote make the roster, but if we can bring back Tatar on league min, should we? Let me know what you guys think.

I'm surprised you hasn't been signed by some team. Now, I think he will bide his time and a good team that needs a winger later in the season will sign him.
PTO sreally don't mean much. It's not a signed contract. The player can still sign with any team, In this case the Devils would have to sign to an NHL contract or Tatar can walk away any time.
