PTO sreally don't mean much. It's not a signed contract. The player can still sign with any team, In this case the Devils would have to sign to an NHL contract or Tatar can walk away any time.

Seems like Tatar and Dumba were two players that missed out in free agency. The cap and teams available ran by the second week of July, and those two guys were left without a dance partner
Image Dumba expected 5m and multi year....but had to settle for 3.9m X 1.....and Tatar, surprisingly has no partner as of right now.
