Yes but he's not on a very good defensive team either. He would have more help in Edmonton than he does now. The cap space does remain the issue here though!

But without taking a cap dump from EDM back they couldn;t/wouldn;t do it. I just dont think Allen has played anywhere good enough to be worth a 2nd, again his last good year (as a part time starter) was 4 yrs ago when he was 29 yrs old, and the last 3 yrs his GAA and Save % are poor compared to so many other options for alot less
I do think there would HAVE to be cap retention on the deal for a 2nd round pick for a team that is potentially looking at going into the series with some help. I wouldn't go against a 50% cap retention since he only has a year left and next year Habs have the space. But, depending on the team and their potential draft status, if they are eyed going late in rounds, Habs may want another pick in the 4th or 5th round. If they are potentially mid-pack, a 2nd or 3rd round may be enough.
With the Montembault signature that just happened, it seems more likely that one of them is leaving, I just don't think Habs are looking to trade out Montembault or Primeau at this stage or their careers. So Allen would be the best candidate to leave and provide a solid back-up for any team.
As for the comment about his last good yea, you need to take into account that he isn't a first goalie anymore, everyone knows that and his value is still high since if you give him a mid-tier team or above and a third of the games, he's potentially going to get a higher than .500 return on wins.
