I believe some would argue the following 9:
Dahlin, Svechnikov, Zadina, Tkachuk, Boqvist, Hughes, Dobson, Wahlstrom and Bouchard. However, none of those players are centers, and center depth is an issue with many teams. So while I think you could arguably name 9 better players, it does not matter. Look for MTL to reach for Kokatniemi. Would not be shocked at all.

The rankings are fluxing a lot, Jesperi wasn't even on the radar til few weeks ago. MTL really has the power to throw a wrench into this draft depending what they do

Come Back here when All 9 players are drafted in the top 9, and Kotkaniemi and co are left. Just so I can laugh at everyone as all 9 players are a tear higher than Kotkaniemi
