Rebuild on the fly or an actual full rebuild?

Kind of on the fly but they probably will not be a playoff team until the 20/21 season unless they get great goaltending and the young talent up front gels well with the holdover vets (carter, kovy, kopitar, brown. lewis). They can compete but you can't replace Quick with what they have here.

Kings aren't going to move all those players unless they get some better draft picks coming back their way.

That Washington trade is awful. Caps can have Brodzinski for a bag of used pucks (he's going to be a group VI UFA at the end of the season), but Muzzin is worth a 1st round pick and a prospect. Burakovsky sucks. Bowey is fine, but not worth Muzzin by himself. Remove Burakovsky and upgrade the 4th to a 1st and that trade is fine. If you need to include Burakovsky in the trade to make the cap work then ok, but it's only as a cap dump. He doesn't provide any value in the trade. Kings can include their 3rd round pick as compensation for him.

Remove Fogele and McKeown and add a 1st round pick to that Carolina trade and that would be decent.

I don't think Toronto would give up Johnnsson for Clifford. Clifford is a hard worker and a great locker room guy, but his value in a trade isn't substantial.

The other trades are about right in terms of value, although I don't think the Kings move Budaj. He's worth more to them in Ontario as a mentor than a low round draft pick.
