You are arguing that the RFA's will stay in Tampa on lowball offers because it is a great organization and great city these players want to be a part of. Why would all of these guys with NMC want to waive to go to lesser organizations where they will make less money due to taxes??

I honestly think we could get Palat for cheaper than a 2nd + 3rd given the circumstances. He has a full NTC and if he only waives for a top contender like Colorado then I think a 2nd would possibly be enough to get it done.
