This makes little sense for either side unless I've completely lost the plot with OEL.

Anaheim only has left-handed defencemen. Adding OEL lets them flip Lindholm for something else sure, but he's not exactly the type of player they should be looking to add. Meanwhile, Arizona maintains two actual NHL defencemen these days, being OEL and Chychrun. That team could never dream of being competitive if they had to solely rely on the corpses of Demers, Gologoski, and Hjalmarsson.

The Coyotes will also never be a competitive team without a pretty damn good top 6 center and Rakell is the closest there gonna get to acquiring one , also OEL has not been good for a while now and his leadership has been pretty awful

If you're looking for a top 6 C, Rakell probably ain't it. He's an excellent top 6 winger, and has the ability to come in and play C when absolutely needed, but he's much more valuable on the wing than at C.

IMO, if Rakell and Manson are being moved, it's for picks and prospects at this point.

Defensively as a whole, the entire blue line stunk for Arizona this year. I choose to interpret that as there simply not being enough quality on the roster, and it's not uncommon to think that the trio of Demers, Goligoski, and Hjalmarsson are effectively washed up. I think this is further emphasized, at least through the playoffs, where two of OEL's three most common partners were members of that trio and their on-ice numbers were abysmal. Conversely, when paired with Lyubushkin, the pairing dominated the possession game.

Trading a player because of "leadership" is pretty nonsensical. Either your team is weak as a group or they play for each other. One guy isn't changing that, and investing too heavily in "character guys" is how you get a team like the Coyotes of yesteryear. Today's game is more inclined to skill: if OEL is a skilled player and there currently exists no replacement for him on this roster, he's one of the last pieces you look at moving.

And Rakell at this point in his career isn't much of a center anymore, and wasn't primarily used in that role since the 2015-2016 season. The last time he took over 100 faceoffs was two years ago now.
