Not at all as someone who suffers from it however I also know it can also be used to ones convenience , so unless a player is in very serious counseling LTIR shouldn't be used for that.

Not knowing the issue or how it's being treated, who are you to say so over the medical experts employed by the team and the league? A licensed professional signed off on it. The league has their own licensed professionals to verify it. If it was allowed, it's legitimate.

And no, it's difficult to get a mental health diagnosis because it's normally a diagnosis of exclusion. You have to eliminate any potential physical causes before you can make a determination. It's not a magic word which precludes scrutiny, but when it's diagnosed it should be acknowledged.

Discussing it with your physician is important, but physical issues which could cause or contribute to poor mental health still have to be ruled out for a proper diagnosis.

After 30 hours on individual counselling, 2 of the 7 were guilty. When I submitted my report those 2 were released and the other 5 are currently in the nhl.
