Technically they don't - that cost is only relative if they want to keep his RFA rights. They can sign him to a different kind of contract during the 2021-22 season if they like, and KK is willing naturally.

They can extend him long term for less than $6.1M per year. If the Canes and KK can't agree to terms before a certain point in free agency next year then yes they would have to extend a qualifying offer to KK for at least $6.1M to retain his rights.
