Why would MTL trade someone who's not currently against their cap since he's on LTIR for over 10M in cap? They're also rebuilding so why are they taking 2 vets with big contracts?
My understanding, and it could be slightly off, is:
-LTIR isn't a super great thing when it comes to the fact that it forces you to push performance bonus overages to the following year, which lowers the amount that you can actually spend cap-wise.
-Players aren't actually on LTIR in the offseason. Given that a team can go 10% over the cap in the offseason, having a $7.8ish mil cap hit on the books actually limits your ability when it comes to changing your roster.
The just of it is that taking on a multi-year LTIR contract like Weber's is extremely prohibitive to teams that typically spend to the cap ceiling.
Realistically, Vegas needs to dump Dadonov (Which they've already shown they can do-it's not like the cost is overly prohibitive), and, if they want to have a bit of breathing room, they'll likely have to shed about $2 mil more (Which would have them at about $76 mil with a 16 players signed ($6.5 ish mil space). Hague and Roy are the only two that will likely see decent sized raises. Worst case, if you're handcuffed and can't get someone to take Martinez (I don't think he's a dump...yet), his buyout isn't actually that bad, and would get the team the space that they need after shedding Dadonov.
