Bit of a strange trade. Not sure why you would want to trade for Campbell's rights if you don't intend on giving him an 8 year deal (which you shouldn't).

No sure where Leafs fans have gotten the idea that signing rights for a UFA are worth anything if the player isn't getting 8 years.

First off, it’s already being reported that NJ is interested an Campbell and may trade for his rights if Toronto chooses not to sign him. And in recent history when a UFAs rights gets traded, they don’t even sign a 8 year deal (most notably Kieth Yandle, who had his rights traded for a 4th and a 6th then signed a 7 year deal with Florida)

The rules of "talking to RFA and UFAs" have changed. Used to be teams couldn't talk to teams until July 1, hence the term "free agency frenzy" as players and teams rushed to to sign.
Now teams and players have one week before the opening signing period to talk and negotiate. So there isn't this big need for "exclusivity" for players "talking rights"

His rights got traded for a 6th and the Rags were only getting the 4th if he re-signed, which is no longer a condition that can be made. That's generally what these trades are worth at best, a 5th-7th round pick. Not a B prospect and a roster player.

Source of NJ being interested in trading for Campbell's signing rights? I haven't seen anything about it.

That was introduced prior to the 2016 free agency period, yet Yandle still had his rights traded. Larry Brooks said the Devils are interested in acquiring his or Georgievs rights, but it’s more likely they get Campbell.

Larry Brooks of the NYP. Woods name has also been thrown around as someone that may not be QO, and his value is lower after having a season ending injury last year. Also wouldn’t call Moynihan a B-level prospect
