Do the Caps need to clear cap space

Description

Saw a tweet today (https://twitter.com/puckpedia/status/1605655929734561792?s=46&t=fU1pJrsEXIj7o8LHnHG_aA) that states the Caps need to clear around $5mil in cap space to activate Backy...

But according to this team, the Caps are "cap compliant" even with keeping Eller, activating Backy and Wilson, and having a full 22 player roster

I am not saying the Caps should keep Eller or anything, just running a mock cap response.

What am I missing?

This was the team I drafted. Just want to emphasize that the lines aren't the focus / keep Eller is not being advocated for. Just wanted to see how the money / cap worked

this is what I would do and what I think the caps do. hope protas only goes down as a paper transaction / for a few games while they move other things around. he really deserves to be in the lineup
