Laine, Lindell, Maccelli, Granlund all missing. Should make it to the team.

Granted cap compliancy makes it a bit tough.

Elite sniper but just a bit too one dimensional still for his cap hit. Felt the money better spent elsewhere

Would've liked to have Maccelli but I'm doing this exercise to be cap compliant without the help of ELCs. Couldn't justify Laine's or Granlund's salaries but Lindell was painful to leave off the roster.

To be fair Maccelli isn't under ELC anymore, he's RFA as of now so his future contract is unknown.

If the goal is to make as good of a 20-man roster as possible consisting of Finnish players that is cap compliant and doesn't have ELCs, I'd personally take the core you've put together, but replace Teräväinen, Armia, Kapanen, Mikkola and Määrrä (total freed cap: $17,5M) with Laine, Lindell, Puustinen, Koivula and Niemeläinen (total used cap: $16,8375M). Add the cap difference you have left on your current roster and you have approximately $1,5M left. Then, if a Finnish player end up signing contract that's below the value of $2,3M, you can swap Koivula for him.
